Navpreet Singh is an accomplished and multi-talented Professional Engineer with more than 15 years of experience spanning engineering design, construction, project management, and large-scale disaster recovery programs. He brings extensive expertise in architectural and mechanical engineering, with deep familiarity navigating regulatory environments such as the New York City Department of Buildings, as well as state, federal, and territorial agencies.
As Director of Engineering at Kundlas Consulting Group, Navpreet leads complex, multidisciplinary engineering efforts supporting FEMA Public Assistance (PA) and Hazard Mitigation Assistance (HMA) programs. He has served as a Hazard Mitigation Technical Specialist on multiple major disasters, including DR-4559 (Hurricane Laura), DR-4611 (Hurricane Ida), and DR-4339 (Hurricane Maria), where he supported high-value infrastructure, power resiliency, and renewable energy projects aligned with FEMA Sections 404 and 406.
Navpreet has played a central role in developing technical scopes of work, engineering designs, cost estimates, and Benefit-Cost Analysis (BCA) support for multi-million- and billion-dollar mitigation initiatives. His experience includes power generation and grid hardening, battery energy storage systems (BESS), solar photovoltaic facilities, hydroelectric infrastructure, critical facilities, bridges, drainage systems, coastal resilience, and island-wide power resiliency projects in Puerto Rico and beyond. He is highly proficient in FEMA cost validation methodologies, including RSMeans, FEMA CEF, and GSA contract comparisons, and ensures compliance with 44 CFR, OMB cost principles, FEMA HMA Guidance, ICC standards, and international building codes.
